Prime Minister Edi Rama unveiled Diella, a virtual minister tasked with overseeing government procurement—a process historically plagued by inefficiency, corruption, and bureaucratic red tape.

This move has triggered global attention. Some hail it as a bold step towards clean governance and operational efficiency. Others view it as a dangerous gamble: letting algorithms, rather than accountable humans, take binding decisions on the public’s behalf.

For enterprise leaders—particularly CIOs, CISOs, and CTOs—the story carries a deeper resonance. It forces us to confront a question already looming over boardrooms:

If AI can deliver huge efficiency gains, do we relax our grip on governance—even if it means losing some direct control? And where should we draw the boundary?


The Rise of AI in Senior Decision-Making

Until now, AI in enterprises has primarily been positioned as a decision-support tool—a system that analyses data, surfaces insights, and provides recommendations for humans to act on. Marketing campaigns are optimised by AI, risk models are generated by AI, and customer interactions are triaged by AI.

But Albania’s experiment marks a significant shift. Instead of merely advising, AI is executing binding decisions at the highest level of government.

  2. Boundaries must be explicit. Decide, in advance, which categories of decisions AI can own, which it can support, and which must stay human.
  3. Transparency is your safety net. Even if the decision is machine-made, the reasoning must be explainable to regulators, auditors, and stakeholders.

Regulators are watching. The EU AI Act, due to come fully into force in 2026, places strict obligations on “high-risk” AI applications—including procurement, HR, and financial decision-making. Similar frameworks are emerging in the U.S., UK, and Asia.

Enterprises that allow AI to silently cross governance boundaries may soon find themselves non-compliant—facing penalties, reputational fallout, or both.

The irony is this: AI can increase transparency if deployed correctly. Systems can log every decision, flag anomalies instantly, and reduce the subjective judgement calls humans often abuse. But that only holds if governance is designed in from the start.

As AI begins to take on senior decision-making roles, the temptation to “let the machines run it” will only grow. Efficiency gains are real and sometimes transformative. Yet without clear governance boundaries, we risk creating systems that are efficient, scalable—and dangerously unaccountable.
